Funeral services for William "Bill" Mulkey will be 11 am Thursday, October 16, 2025, at Temple Baptist Church, with Rev. Marion Spence and Rev. James Busby officiating.  Interment will follow in Providence Memorial Cemetery under the direction of Dennard First National Funeral Home. Visitation will be 10 am until time of service at the church.

William A. Mulkey, Sr., known as Bill to friends and family, was born on August 5th, 1938 at Jones' Landing near Wisner, Louisiana to Jeff Truly and Rachel Louisiana Brooks Mulkey. He passed away on October 11, 2025 at his home in Winnsboro, Louisiana at the age of 87.

Growing up as 1 of 14 siblings, he did his part in helping the family pick cotton as sharecroppers. He joined the Army at the age of 17. He was stationed in Germany and worked in the motor pool as a mechanic. After 3 years of service, he went to work in Baton Rouge with his older brother Ellis as a firefighter. Soon after returning home, he met the love of his life and future wife, Sandra. They were set up by mutual friends at a Winnsboro High School choral performance in which she was participating. When recounting this story, he would always say she was the most beautiful thing he had ever seen. They were married April 28, 1962. As newlyweds, they moved around for school and work. This led them to Dallas, Texas where he worked as a machinist. Following that, he worked for International Paper as a computer programmer in Bastrop, Louisiana, and was later transferred to Boise Southern in DeRidder, Louisiana. In 1980, they moved back "home" to Franklin Parish and he began working as the Town Clerk for the Town of Winnsboro. He became a Certified Municipal Clerk in 1985, served as President of the Louisiana Municipal Clerk's Association from 1994-1995, served as director for the International Institute of Municipal Clerks from 1997-2000, and was the first municipal clerk in the state of Louisiana to receive the Master Municipal Clerk designation. He was a member of the Board of trustees of the Municipal Employees' Retirement System of Louisiana from May 2000 until May 2006. He retired from the City of Winnsboro in 2002.

In the early 2000s, he served as the director of homeland security for Franklin Parish during hurricanes Katrina and Rita.

His last "job", before he finally retired at the age of 82, was with Louisiana Municipal Association Risk Management where he traveled extensively over the central and northern parishes visiting with city halls and their city clerks. He never met a stranger and enjoyed getting to know everyone.

He was a very proud father, grandfather, and great-grandfather who loved a good crawfish boil or fish fry. He also loved going out to eat at San Marcos after church. He was a member of Temple Baptist Church in Winnsboro, and found Jesus at the age of 23. He loved coaching baseball- from the 60s to the early 2000s- from coaching his sons to grandsons. His pride and joy was his grandkids and great-grandkids.

He is preceded in death by his parents, all 14 of his brothers and sisters, and his great-grandson Dak Sullivan.

Left to cherish his memory is his wife of 63 years, Sandra Spence Mulkey, his son William Allen Mulkey Jr., daughter Dee Sullivan and husband Chris, and son Phillip Mulkey and wife Jessica. His 9 grandchildren, Christopher Sullivan wife Kelsey, Ryan Sullivan and wife Lexi, Kyle Sullivan and wife Kendall, Michael Sullivan and wife Riley, Matthew Mulkey, MaryBeth Sullivan Johnson and husband Reid, Samantha Mulkey, Avery Mulkey, and Madison Sullivan. Great-grandkids Colt and Virginia, Slater, Stratton and Sage, Johanna, Eliza and Emma.
